Vaccines saved lives and helped bring the emergency phase of the pandemic to an end.
But the evidence heard by the Inquiry also exposed serious failures. It showed weaknesses in how the UK prepared for vaccines and treatments, major gaps in manufacturing capacity, and deep inequalities in access and uptake.
The Inquiry also heard evidence about the neglect of therapeutics, concerns about whether safety monitoring and redress were fair and credible, and the harm caused by misinformation that puts public trust at risk.
This report must be honest about what went wrong and clear about what must happen now. The government cannot afford to treat these lessons as optional. It must act now to make sure the UK is properly prepared for the next pandemic and able to protect lives.
