Module 2: Our Recommendations

We have set out our supplementary recommendations for Module 2 of the UK Covid-19 Inquiry, identifying where we believe the Government must go further than the Inquiry’s official recommendations if it is to truly learn the lessons of the pandemic and save lives.

The report also includes a brief overview of the Inquiry and a summary of Module 2’s key findings and official recommendations.

These recommendations are grounded in the evidence heard by the Inquiry and in the experiences of bereaved families, who know the human cost of failure more than anyone. If this country is to be better prepared for future crises, it is not enough to acknowledge what went wrong. Government must act on the lessons, fully and without delay.

The pandemic exposed grave failures at the heart of government. The question now is whether we learn from those failures.
